Default should i have a dc voltage across my spring rev. input?

Hi All,

I am currently stumbling through a spring reverb project. I finally have a multi meter and have discovered a dc voltage of -14.11v across the input coil
(not connected, I have a resistor in place of the coil). This doesn't seem right according to the reading I have done. I have checked the wiring multiple times it is definataly correct. The schematic is supplied below. I have not substituted any parts.
