My 1969 Luxman solid state amp has constant static in both speaker. Any ideas about what I should try?

Noise is often coming from cold solder joints that developed over the years. You could try to resolder all joints, would also be a nice opportunity to replace all electrolytics. Be sure to use leaded solder on vintage stuff.
