Post Accuphase C-270 - Cleanup and Capacitor Ident

I have an Accuphase C-270 Preamplifier that I just bought. When I opened it up, there appears to be some mild water damage. What is the best product to do the following:

1) Cleanup the PC Boards dust and dirt
2) Cleanup the water corrosion on some of the components terminals

Basically I would like to bring this product back to factory state, so cleanup first, then I will measure the component values.

I saw two very interesting capacitors in the Line Amplifiers. The are marked with a 182J 2B3 and are clear at the base and top. In the middle the capacitor is copper color. The capacitor appears to be encased in a clear plastic type product. Has anyone seen these capacitors? What are they?

Styroflex/polystirene capacitors, wound with copper foil. This type of capacitor is very stable and linear, but easily damaged by soldering. 182J means 18 and 2 zeros in pF, so this would be 1800pF or 1.8nF.
