Still not sure where the problem was but I removed the pcb from the heatsink, looked at it removed & replaced the insulator sheets put it back together and it seems to have done the trick no more smoke or even warm resistor. i'll be replacing the it with a new one just in case it was damaged tho it still reads 100ohm. Thanks for all your help.

it only takes a small misalignment and they can contact. If in doubt replace the insulator totally. If it is the mica type (looks transparent) covered in white thermal paste, remove all the old thermal paste and use fresh stuff - especially in MF amps as they love to run insanely hot
