Need JVC R-X350VB troubleshooting help

I have an R-X350VB all in one FM/AM Tuner and amplifier that was sent to me after someone installed 4 new audio
transistors. Unfortunately the FM/AM tuner does not work. The LCD display
does absolutely nothing. The other indicator lights light when buttons are
pushed but there is no output and no frequency or other display on the lcd
itself. The person said the unit was working when they shipped it but did
not work when it arrived. I have had 4
of the 5 circuit boards out and looked for broken pc lans or bad solder
connections/wires or bad parts but nothing is obvious. I have no reason to
doubt that the unit was working when it was shipped.

I have 5v at the display board ENC-012-2 and also have about 2v on the Buc
line coming in. Voltages all seem to be going to the various boards
correctly but nothing works other than just the indicator lights. The power
supply board has the correct voltages on it.

When turned on I can hear the relay click after about 10 seconds or so but
no other indication that anything is happening.

Can anyone offer any helpful suggestions?
