Yes, the red line is necessary. Or you can put base stopper in that position.

The base stoppers should not be put where the red lines are.

The base resistors must be implemented AFTER the red lines.

Yes, sorry. Andrew, Megajocke, Workhorse are right. The basestopper should be after the red line. The red line is forming VBE multiplier, base stopper cannot be inside that loop, but placed after VBE multiplier. The schematic is a bit not usual.
