It's a really old design, probably from the early '80s. I think Jeff built them in his garage when he was still working for Ampex, before he quit to start building amps full time. I seem to remember that it was a very slim and maybe rack mount design.
I don't know anything about the circuitry. If it works, you are in good shape. To get any more information, you should just call Jeff Rowland Design Group in Colorado. I don't think he made more than a few dozen of them, and there isn't much information out there on them.
