Not sure if its in the right spot but I had a Pioneer SX-3700 laying around it was supposed to be 45W by 4 RMS. I put in amp chips from a car amp and now it delivers 200 RMS by 2. While I was in there I put a fan blowing on the heat sink. While I was Pushing it to the max with NO distortion the heat sink became 150ºF as soon as I turned the fan on it became 89ºF within one minute. I am very pleased with this and my question is: is 150ºF to hot for a heatsink?

"amp chips" from a car amp? Presumably you mean you changed the output transistors. This in itself, will do absolutely nothing to increase power output - however, it may well have made the circuit oscillate, thus explaining the heatsink getting so hot.

it does push out more power put volt meter on while playing the subwoofer before had about 13V AC after it was all done there was significantly less distortion and about 24V AC across the speaker terminals while playing subwoofer. Also it has a "watt Meter" on the front it goes up to 80W at 8 ohms it say and its well over that at very low volume.
