There are a vast number of pcb design packages now, both free and paid for.

Try to get ones with demo/free modes to start with and see which one you get on with best.

I have had serious troubles with £500 packages and no problem with a free package so money doesn't always come into it.

Packages that catch errors are vital as one mistake on the pcb means you could end up binning the lot.
1/ Single ended net scan.
2/ Clearance checking.
3/ Under minimum size via search.
4/ Continuity check.
5/ Tracks ends not connected to pads.
6/ Pad on pad errors (component overlap)

Good component definition wizards, as no matter how big the libraries are they never have the one component you want.
The software should show pictures of the schematic and pcb definitions on selection to make sure you have the right one. Just using names isn't good enough.

An integrity check as you need to be sure the schematic matches the pcb although a forward annotation check will do this too.

A Gerber viewer to view copper and drill holes to make sure everything looks right.

Component reannotation, renumbers pcb from top to bottom so components can easily be found for insertion.

A parts list file and print out generator.
