Lame is probably The best mp3 Encoder. For 128 bit There was an optimized radium codec years ago. Take a peek at the hydrogenaudio forums.

Long ago I did a shootout comparing Fraunhoffer 320k encoding to Lame 320k encoding.
The result was that the three of us present preferred the Fraunhoffer (Cool Edit Pro) version.
The differences were subtle with the Fraunhoffer version sounding more 'stable and quieter'....the Lame version had a subtle 'modulation' rendering the playback result less 'relaxing' and less clear.
