Does one exist?

I have done some searching to no luck. What I want is a software EQ program ( Windows) that runs as a deamon but only for a specific USB port/device. I want to do BSC and HP, but only for my desktop speakers, not the other audio devices I use for testing. I would just build an active filter, but I am using a USB DAC/Amp so there is no easy access to the analog. It should run regardless of the application, but always for a specific device.

This is not for high fidelity music server, just to put a bit of balance in the desktop for bings and bongs, news, lectures etc. I hate to stuff $50 worth of passive parts into a 1L box with $14 dollar drivers.
