I bought a choke and it has a 3rd wire for the AC ground. this wire is not connected to any of the other 2 wires.

should I connect this to ground? does it have any positive effect?

thank you.

Yes, just as you would/should chassis ground any power transformer.

If my choke does not have one, is it possible to make one myself? From the metal surface of the choke to AC ground or psu ground?

Yes, the metal of the choke should be grounded. If mounting to a metal plate, I don't bother with a separate wire, I just make sure that there is metal-metal contact (not painted-metal-to-metal contact). If there is some reason why that can't be done, I just make a bonding wire with a washer style connector on the end so that the mounting screws will hold the wire to the metal.
