A siren will live well with a sqware wives. A car battery gives you 14.4V
Construct a digital "amplifier" with one C-MOS IC with 6 invertors, and 4 FETs on output (2x with P channel, 2x with N channel), and connect 2 Ohm load in a bridge mode. You'll get about 100W of a loud square wave. You even may use this components to construct a complete siren with 100W/2Ohm output, adding couple of capacitors, few resistors and diodes.

Google gave me a lot of links, for example: http://www.epanorama.net/links/alarm.html

Or you may find yourself a car amp which is easily avaible at car accessories shop.
