I'm in the process of building myself an active 2-way crossover (Nuuk's discrete buffer for the input, TI TLE2072s as active devices and OPA627 on the outputs).


QUESTION:
Does each opamp need a 0.1uF cap

1) between each of the supply rails and GND
2) between the two supply rails (V+ to V-)
3) both of the above ?

... but one for each rail driving both op-amps would probably do the trick.

I would build it first, check it out, before adding any more caps than necessary other than prudent practice.
