I live in a rural area and have limited access to supplies. I need 10 VDC/1000ma. I have an adaptor here that is 16 VDC/1000ma. Can I do something simple to make this adaptor work?

Use a 3 terminal regulator like the LM317. The 6V drop from in to out is plenty to operate the chip.
