Does anyone can help me to clarify the power rating of the HID on the datasheets of the HID lamps manufacturers?

The question is simple where Power (Watt) is not equal to Vrms x I rms for a "resistive" load.

Here is an example:
Philips - Ceramalux 70 Watts (C70S62)

Lamp Watts (nominal) ... 70
Lamp Operating Voltage (rms, Nominal) ... 65
Lamp Operating Current (Amps, rms, Nominal) ... 1.45

V x I = 65 x 1.45 = 94.3 W

I have commercial ballast and I measured the power on the lamp and was close to 100 Watts.

What is wrong with my numbers? Any help will be appreciated.
