Depends on your expectations. The 166 is kinda ok but certainly not amazing. The arm is horrible. It was worth having if you were a teenager in the eighties, but today?

You can change it but it's not so easy. The armboard is very small. I have had a very similar TD160 with SME3009 and another with a Helios and both worked well.

Don't think the Thorens arm is a good match for the 103 - it's too resonant.

Cartridge, possibly one of the Grados like the Grado Red which should be a reasonable choice, and inexpensive or step up to the Silver. Also consider a Shelter 201..

I had a TD-166MKII which I used a Grado 8MR (predecessor to the Gold) on for a short period of time as I started restoring my TD-125... Seemed to work well enough.

Use as is, and upgrade to a TD-125 MKII or similar when funds permit.
It's an ok TT, but not worth investing a lot of money in.

my idea would be to buy a good cartridge ,can be used in future on a good TT ;)

I had the 8MR which is a predecessor to the Gold. Currently I am using a Grado Reference Platinum on an SME 3009 Series II arm on my TD-125..

This TT is not bad at all and a good strarting point if you are returning to vinyl, although the TD 160 is a better choice.

The Denon DL103 is a good match with this TT but has lo output voltage and needs a good MC pre-amp. The Denon DL160 is also a good match with higher output.

At first, what you need to do is put a new drive belt on it an clean the platter bearing from clogged oil an put new oil in it. Further carefully re-adjust all the bearings of the tone-arm for minimum play without blocking them. This can be a quite tricky and cumbersome job if you are not familiar with fine mechanics.
