Has anyone employed gas coupling to provide a desired voltage drop from the plate to the grid of the tube in the next stage?

Would't a VR tube keep the voltage constant and therefore
block the signal as well?

No, the VR tube keeps the voltage drop across it constant. If there's always (say) 100V between anode and cathode, as the anode moves up a volt, so does the cathode.
