Trodas, I suspect that a non-lethal incapacitation device is a more likely explanation.

Yea, they always use these kind of nice words "non-lethal"... but it always hurts like biatch and on top of that, it does not mean you can't have lifetime side effects... :(
In the end it is just a torture.
