I am looking for a cheap 250W HQI ballast (electronic type) Does anyone have a source for inexpensive ballasts?

You are in luck!

I am getting ready to sell my IceCap 250 watt electronic ballast. I also have a 250 watt 4k bulb I'm getting ready to sell too. Both have less that 10 hours on them. Would you be interested in both?
