transistor.lbr contains package TO264 and TO264V which is what you need. It is not set up as a Device but this is fairly easy to do.

If you must have the correct IGBT symbols, they are in transistor-fet.lbr and can be copied. Unfortunately EAGLE's transistor libraries are such a mess.
