Is this a mistake? Equating the EC88CC with the 6N1P as a driver? What type of feedback is that from the OT primary side, 33K/100uF through 47K, from the low side of the OT to the plate of driver?

Its a low pass filter. Pretty much all amplifiers use it.
It passes all frequencies above 0.05Hz.
It's also a smoothing filter for the driver plate for the B+ Supply.
I would think aside from other issues, the 100 electro from the OT to cathode ground would be better if terminated at the cathode rather than ground.
