Of course the WE 16 "double" horn was not designed for stereo....it was introduced in the late 1920s.
Since the two horns are separate and joined only at the mouth, it can be used as a "one unit stereo" transducer, and most modern users set up that way.
The axis of max radiation of HF is at 45 degrees to the plane of the horn mouth for each half. It does produce a stereo image. Overall presentation is quite huge and quite different from modern box speakers.

Here's a picture of my 1400 Array clones using Be drivers and a Charge Coupled crossover. I have an active set-up as well using JBL PT Waveguides
