Maybe you'll get lucky and get somebody who is familiar with projector bulb supplies.

First, how do you know the bulb is good?

These projectors have bulb life timers. How do you know there isn't a cutoff in operation?

Failing all else, photograph the offending area in good quality with a digital camera and post the pic.

I put in a known good bulb from another projector and it didn't light either.
All fans come on but after a few seconds the orange lamp light comes on.

When a lamp filament is cold, it has very low resistance and demands a lot of current. If the supply can't deliver the current, the lamp won't light and will overload the power supply. Make sure all connections are clean and solid.

Can you give us some details of the construction of this power supply? There are many ways to make such an animal and unless we know something about what you have, it's pure guesswork.
