Not any free ones.
The free software isusally poor and lacking in functionalty.

I have used a couple and teh error checking was so poor I ended up dumping 100 pcbs due to teh software not picking up a mistake.

ExpressPCB's schematic program has tubes. And it's easy to create your own symbols.

Baloney (to #3)... LTSpice is free and has both triode and pentode symbols in the default library.
Nothing poor or lacking about LTSpice. If all you wanna do is draw and/or simulate, that is...

It doesn't come with tubes in the standard library, but you can create them on your own, or maybe even find a lib on the web.

Affirmative on the Tubes in LTSpice. Nice program, if drawing (and simulting) is all you want.

I have Pcb Express and did not see any tube symbols. I want to copy a tube schematic then convert it to a pcb.

Even the expensive packages tend to only have a limited set of symbols, and most firms tend to ditch the supplied libraries and do their own, based on paper sizes preffered, internal standards, text size and base grid the schematics are drawn to. Getting the libraries right is one of the most important tasks when using ECAD, then you can place the sysmbols and join the dots. Also being able to transfer directly from the schematic to PCB layout will save lots of heartache and errors.
The IPC is currently working towards a standard for schematic symbols (IPC-261x series) but unlike PCB footprints (IPC-7351) it is proving hard to get a unified response between engineers.
