Whatever you set it to be within the limits of the part.

That depends on which part you use. The LM338 is rated for 5A continuous with adequate heatsinking.

Yes, but input-output voltage differential must be 10 volts, or lower.
Maximum recomended dissipation is 50W.

Yes, it has provision for snubber RC component as suggested by carlos.

Output voltage and current depends on component you use. Please check datasheet of LM338 or LT1083.

Yes, I am going to make two 70 micron boards for myself. If someone is interested, I can order for them too. You only pay the charges at actual.
