Post Charge controller for 12V battery and wind to fuel inverter

I just want to ask this maybe weird question, I never heard of this circuit before but does it exist

Itís a controller you connect between a battery and a wind-generator and then on the load

So should work:

If the wind-turbine is generating electricity on a windy day it must charge the 12V batteryís and then you have a load like an inverter the controller must sense the best option to source the inverter and in the meanwhile charge the battery if the inverter doesnít drain to much electricity. And then if all fails it must just run on the battery.
