I'd like to build a bipolar psu using a single voltage reference, likely LT1021. The data sheet says the 7- and 10 V versions can be used as shunt regulators, but it doesn't show how either a positive or negative shunt regulator would be set up with a boost transistor for handling larger amounts of current (up to 1 A or so). I could just build the series regulator, as given in the data sheet, but I would like to know how to do the shunt, as well, so I can eventually compare.

A shunt regulator is generally only used for low currents, as it is very inefficient for higher currents. That's why the datasheet does not show it as a typical application.
You need to know the range of output current (min and max) to calculate values for a shunt regulator.
