I saw this on the www version of EDN mag -- a JFET based DC-DC converter which will operate as low as 300 mV -- you could power it off a solar cell or thermopile:
http://www.edn.com/contents/images/6335301.pdf output current is limited to 2 milliamps -- enough for some fleapower applications.

I like it! Pleny power for running some microcontroller, LCD, and if you charge some goldcap with it, you can use that reserve to power 433MHz transmitters in burst mode.... Thanx!
