Judging by the price...they are at least twice as good as the plain Sultzer regulators.

you can attain better noise levels with an LT431 /LM329DZ and an MJD44H11 -- for about $2.00 -- and even some of the stock Linear Tech and TI regulators will beat their advertised noise levels (and probably superior in several other aspects as well.)

I just read the pcb text: Designed by J Cheat !
A Sulzer is a ship diesel engine, i guess this thing does not regulate diesel engines ? How about a diyaudio low noise regulator design, and flogg it for serious cash ? PPR, "Positive Power Regulator sounds nice".
