What is this a part of?

10A @ 120VAC... How worried should we be of your safety?

If I take the brown and blue wires off this and touch the terminals I should get a reading across them to see if the coil is open correct ..

If so would this be a reliable test or not ?

Yes. Unplug the entire thing from the outlet, remove those wires, and measure the coil resistance.
I don't see an AFM220-330 in the catalog JSE linked to, but you should be able to make a reliable comparison with the data provided.

I put the Meyer leads across the coil and get a high ohm reading ..

Wondering if this could still be bad since it smells burnt and if o shake it somewhat I can hear stuff rattle around in it

Did you compare the coil resistance measured to a similar unit in the datasheet? (Assuming your meter provides digits... hint, hint)

The discoloration and burning of the power leads indicates the relay and connectors need to be replaced. Soon.
