Three pin voltage regulator

Price wise a LM317 in the to220 package is hard to beat. I just looked
and you can buy 5 of them off ebay for $ 1.45 including shipping
that works out to out to $ .29 each true you need 2 resistors to set
your voltage but you still come out cheaper than the 2 you listed.
 
Those switching regulators probably have poor filtering at the output.Residues of the switching ask for additional filtering if used for audio, makes it not that cheap.
On the other hand, if the voltage drop is big the LM317 gets hot, more cost on cooling and more power wasted then a switcher.
So what is best ? It depends...

Is there a 3 pin regulator under 10$ that have a good filtration!?

$10 for a 3-pin reg?? They should not be more than a buck, or even less! Unless you need an 8 or 10 amp one.

BTW A regular 3-pin reg doesn't filter - it is a DC feedback amplifier that amplifies a stable reference voltage.

What exactly do you need? Volts? Amps? sSwitching or linear?

A 317 probably is 50 cents.
