Default Regulator and Delay help

I'm stumped. I've looked and looked and still don't understand. I want to put the two circuits on one little pcb but am not sure how to connect them together. I understand the regulator. DC in and regulated 12vdc out. The delay section I kind of understand, the relay would connect to + and - speaker out connections getting it's power from the regulated 12.6vdc to the V+ terminal. There's also the +12v terminal with the double arrow symbol that I don't get. How do these circuits go together?
