Bypass capacitor placement

Ideally, both the capacitor and the regulator has to be placed close together. However, I can not place the 10mF cap close to the regulator (with 3-4" of wire in between). So should I solder the 100nF cap to the pin of the 10mF cap or the pin of the regulator? Or do I want 2 caps at both locations?

And for this purpose, do I want ceramic cap or film cap? Most seem to recommend ceramic, but is it because of cost reason? Or ceramic has advantages over film (lower ESL?)?
