Default Pioneer PD-F407 CD changer dead

I purchase this and some others from an electronics repairer who says he can't repair it. I am a beginner but want to try to repair it with basic knowledge, assistance and determination. Here is a picture of the mainboard. When I turn it on, there are no lights. Just a slight shift of the transport mechanism. I am almost certain that 5 volts should be at the switch but I don't see any power there.
