Default Shunt regulator on ebay-how good?

Hello Everyone. I have seen this shunt on ebay and I wonder if anyone has used it or what your views on it are. How good is it?
Input is up to +- 45Vac output adjustable from 18v to 60v at 500mA.

It is a fairly basic current source feeding a low gain shunt regulator, providing that it has no instabilities it should work OK, transient response might be ordinary.

Any good regulator should have specifications, if the designer is incapable of providing performance measurements then you would wonder about their design abilities, testing goes hand in hand with designing.

Why not use a high voltage monolithic series pass regulator?

'improved regulater' is show with a floating IC(LM317) as pre reg ?
