Toroidal transformer isolation

Hi,

Can anyone Link me the standards what kind of isolation is mandatory for toroidal transformers?
Could double isolated Cu wires for both primer and secunder be used without any additional isolation? I meanly am interested for high frequency transformers for smps use...
