Default speaker protection start power

Has any one tried Randy Slone's "High-Power Audio Construction Manual" Speaker protection circuit on page 279, figure 8.25 schematic? I am not sure if I can upload the schematic here.

I have done one but the problem is that after switching off the amp, the circuit's LED keep on blinking for another 5 minutes before fading away.
Maybe some of the capacity is not discharge the moment the amp is switch off.

My power supply is from a 300Va 2 x 28v transformer.

Another thing is that he mentioned the connection to the amp output will be delayed at 2 seconds but mine seems to take 5 seconds.

Any one has experience this?
