In electronics the cooler the better if its not a matter of needing extra power. In case of a bib, extra power can go towards lower self output impedance, so why not take some advantage of the spare cooling and rev it up a bit.

Yes, easy. You will need 13.2V output from the 317 for the two vbe losses now. I would stick the second cell right on the BHL receive points to avoid that EMI we suspect finding cables to creep in again.
