Default Help with bypass CAPS

What's the rule of sizing the bypass CAPS in rectifier bridge? I am using this power supply, originally designed with 4x100nF caps in the bridge. Since I am using 120V transformer instead of 220V, what should I do with these caps? I assume that these caps are supposed to help to filter the incoming power. I was reading that improper value of these 4 CAPS can make a lot of problems, make the power worse than not using them at all. Any help appreciated.

Here you go: http://www.hagtech.com/pdf/snubber.pdf
In laymen's terms (correct me if I'm wrong): the diodes cause brief spikes when switching and the snubber caps are intended to suppress those spikes and prevent them from being superimposed on your filtered DC.

No change needed; the secondary voltage doesn't change compared to the schematic you included; it's only the primary. The same snubbers can be used.

Many thanks. Tha't exacly what I meant. I did't realize that the secondary voltage is staying the same, indeed. No help needed then.. Yes, snubbers, I have seen some people talking about it already but had no clue it's this. Thank you.

Another, more important thing I forgot to ask. It's the frequency change from 100Hz to 120Hz. Any guidelines on this? thanx
