I have a stock 24V+- railed power supply for my F5. I want to build the "XF5" version of the F5 which requires 16V+- rails.
Short of buying a new transformer, what are my options? |

None.
But, it might be worth copying Pass' own Zener Follower type regulator. It will dissipate a lot of heat and you will have 4A current draw on the supply rather than 1.3A +- 1.3Apk if it stays in ClassA. This extra current draw demands a much higher current rating for your transformers.
