I just purchased a transformer from a pawn shop with the following writings:81-AA2-608-018.
It was rescued from unidentified 'ancient' pioneer amp, probably stereo. It has two secondary windings (70 and 22 Vac) each with center tap. What is the possible VA ratings of the 70 Vac winding?

You could spend a lot of time looking at various Pioneer service manuals to find which model used that unit. Then of course you'd have pretty much all the information you seek.

Another method is to weigh the transformer and compare that to the weight of known transformers in various catalogs. That will give you the approximate amount of power but you still won't know the capabilities of each winding. So you'd have to disassemble somewhat to see the wire size and calculate current capacity on the basis of perhaps 600 circular mils per Ampere.
