I have a transformer like the one pictured, but there is a thin sheet of copper where the brown paper is in the one pictured, would this copper carry any voltage? it is out of a old pioneer integrated amp.

It is probably a gauss band.
Quite rare among cheap EI transformers. Very rare inside cheap commercial gear and not seen much in expensive gear. The copper band should be outside the EI frame, not through the EI window. If it went through the wiring window it would try to be a shorted turn. Use it if you have the correct VA and Vac.
