Do These "New" Caps Look Used?

I recently purchased 2 filter caps from Tedss.com but it appears that the caps were removed from another device. I've attached some pics that I hope can show what I see: marks on the casing, the imprint of a star washer on the screw post and a dirty look to the bottom of the caps.

The caps seem to charge up with an ohmmeter, but that doesn't mean they haven't been abused. Should I send these back? Thanks.

That looks like a 1993 date code, so they're not that old. If the vents aren't open, I'd say they're probably good.

Well, I can tell you they were made in the 5th week of 1993
So, if they were new stock they have been on the shelves
17 years.
I had a change to buy a good quantity of New Pulls
Meaning never been used in circuit 13,000Uf 50V caps
but decided against it. These might be the same.
Picture wasn't good enough for me to see for sure.
