But if you have to ask that... Think a bit about voltage, current and power on arbitrary waveforms, this is elementary electronics.

I use one of these, it's nearly the most affordable solution, unless you want to do a calibrated power calculator yourself (it was a gift from a nice customer).

If you're looking for a cheap power meter, there's a Kill-a-Watt that sells for about $30, as well as several Watts-up ranging from $80 to $250. I have only used the Kill-a-Watt, but it's a really good meter for the price.

A friend actually compared it to a borrowed $800 Fluke meter and it was right on. (So for an extra $770, you mainly get a NIST certified calibration and fancy waveform displays. Not worth it for the typical experimenter. Just get the $30 meter.)
