Of all the ways to do quasi-regulation of a power supply rail, this is certainly one of them. For the same tube count, you can do better by using one triode as an error amplifier, the other as a pass element. A higher perveance tube will function better.
Presumably, the current draw is low. I haven't calculated the hum voltage of the raw supply, but it might be low enough without add ons.
