Personally I would consider generating the +/- 19 volts out of the first secondary of the transformer and +/- 12 volts from the second secondary. There's no point using two regulators in series to generate +/- 12 V since the rectified voltage (21 V) is low enough for a single regulator to handle.

Then again, if you have 15 V regs on the board, why regulate 19 V? Feed the rectified voltage straight to the board! However, you CAN regulate the 19 V first, then 15 V or 12 V on the boards. This may lead to cleaner supply voltage, depending on the decoupling.
