I built a variable power supply based on this schematic

The difference is that i used an LM350 instead of LM317, and i used a 220 to 34VAC transformer. The problem is that i can't get the voltage down to 1,2V, the lowest i can get is 3V, and the max voltage is 28,3V. I tried changing the pot for a 10k one, but then i get 3,5V lowest and 38,9V max...is there any way i get the 1,2V lowest and 38,9V max?
