Toslink (input) to USB (output) adapter is quite a complicated device. I have never seen a standalone box like that, it can be made of a computer equipped with a soundcard featuring toslink input, yet it requires adaptive resampling and will introduce quite a latency.
IMO it is not a viable way. I would use analog outputs from the TV if it has any, or get some inexpensive toslink DAC e.g. Digital Optical Coax Coaxial Toslink to Analog RCA L R Audio Converter Adapter | eBay
