noise from laptop charger

It could be the charging circuits in the laptop generating noise, in which case nothing you can do to the external power supply will help. The external supply is nearly always just a plain power source. There's internal chips which monitor the battery voltage and temperature and limit the charging current and voltage so the battery doesn't go boom.

Use a USB or PC Card sound device. Or a USB headset; Microsoft's "Lifechat LX-3000" sounds extremely good for the price (often under $20 if you catch the right sale). I bought them a few years back, and they were comfortable (in spite of my large head) and sound good. Going by recent Amazon reviews, it is possible that Microsoft has let the quality slip. You could always wire up to an inline jack and plug in a different headset or headphones if the original headset breaks.
